Yes, in photon mass theory (see Omnia Opera of _www.aias.us_ (http://www.aias.us) from about 1994 to present), and ECE source papers, the actual speed v of a photon is different from the constant c, which is regarded as a constant of physics. This is a bit subtle maybe, but important. There can be no light bending without photon mass.
