This paper has some good points, in that it recognizes the existence of spacetime torsion, it offers a metric which Horst Eckardt and I can test. I can ask Horst to run the metric through our computer program used in papers such as 93, 95, 96, 117 and 120. If the metric fails the test of the Cartan Evans dual identity it will have to be revised, but at least these authors recognize torsion. There are severeal ECE papers in the Coriolis and centripetal forces and their origin in Cartan geometry. Additionally this paper adheres to the old U(1) view of Maxwell Heaviside electrodynamics, which have many have shown repeatedly for many years, is riddled with errors and misconceptions, (see for example the _www.aias.us_ (http://www.aias.us) Omnia Opera section from 1992 onwards, papers on the discovery of B(3) etc.) . The twentieth century produced such a lot of dubious ideas that it has left a legacy of ideas which are easily shown to be incorrect. My view now is that any paper which ignores progress by adhering to U(1) is obsolete from the outset.
